Chris Cook proposes institutions as mutual risk, cost, surplus, asset & data sharing agreements between people not institutions as public=state/municipality or private virtual legal persons (corporates) & instruments as assignable relationships/credits, not exchangeable virtual objects. He thinks we may introduce 21st C distributed Treasury, Mint & Exchequer; “stock” credit instrument & network associations/clubs.
